服务要求：按照《辽宁省水利厅关于开展水库移民后期扶持政策实施情况监测评估工作的通知》(辽水移函[2022]99号)和《大中型水库移民后期扶持监测评估导则》有关工作要求，开展全市监测评估工作。分别以营口市整合(站前区、西市区、老边区和鲅鱼圈区等)、大石桥市和盖州市为单元开展工作。按照监测评估大纲要求，坚持客观、公正、系统、科学的原则对水库移民后期扶持政策实施情况、资金使用管理情况及政策实施效果等方面进行跟踪监测和系统评估;在本底调查的基础上，开展现场监测，采用文献调研、个案调查、典型调查、抽样调查等方法收集相关信息。评估以定量为主，采取定量和定性向结合的方法开展，并与统计报表、绩效评价等工作有机结合，充分利用已有工作成果，对后期扶持政策实施情况、实施效果进行跟踪监测和系统评估。编制完成2025年度监测评估报告,并保证我市于2026年度1月10日前将成果报告报送至省水利厅。编制内容及标准符合省厅对移民后期扶持政策实施情况监测评估相关要求，符合“大禹杯”考核指标要求，报告规范、数据真实、材料齐全。

服务时间：273天，合同签订之日起至2026年3月底，具体以合同签订为准，报告提交日期:2026年1月10日。
